This appointment, which comes after nearly 30 years’ experience with OFNAC, is seen as a significant turning point for Haitian civil aviation.
The ceremony was presided over by the Minister of Public Works, Transport and Communications (MTPTC), in the presence of numerous dignitaries, including the outgoing Director General and representatives of the US Embassy. The Minister highlighted the contributions of Lieutenant-Colonel Laurent Joseph Dumas, Mr. Guignard’s predecessor, who laid a solid foundation for the institutional development of aviation in Haiti.
In his speech, the Minister highlighted the crucial Control Tower project, described as the “operational heart” of air traffic management. This infrastructure will incorporate advanced technologies such as artificial intelligence and satellite surveillance, aimed at improving the safety and efficiency of Haiti’s air traffic while complying with international standards set by the ICAO.
In his speech, Mr. Guignard expressed his determination to transform OFNAC into a model of excellence. The time is ripe for action”, he declared, pledging his total commitment to meeting the challenges ahead and contributing to Haiti’s economic development.
This transition at the head of OFNAC is eagerly awaited, as the civil aviation sector faces significant challenges and aspires to a more prosperous and secure future.
