In Haiti, possessing a national identification card has become more than a simple administrative formality; it is now a matter of survival

The biometric national identification card, commonly known as the “Dermalog card,” is named after the German company responsible for producing identification cards on behalf of the State.

The National Identification Office (ONI) manages Haiti’s Identification System, with the mission to:

  • Provide a National Identification Number (NIN) from birth to each Haitian or at registration in the National Identification Registry.
  • Provide a National Identification Card (NIC) to every Haitian who has reached the age of 18.
  • Create a National Identification Registry to manage the data collected from Haitian citizens.

Dermalog implemented a new Biometric (fingerprint and Iris) national identification card (RFID Tags, Contactless Smart Card) that complies with the International Civil Aviation Organization (ICAO) standard 9303. The new system from DERMALOG introduced eye biometrics for the first time in Haiti, which is important to address the problem ONI faced from the old system with people who don’t have fingerprints.

The Carte d’Identification Nationale (CIN) serves as a national identity document, and it is the only document that allows citizens to vote. In 2019, ONI initiated a nationwide registration process to update its database and issue new biometric cards.
