A CSPN with CPT but without Rameau Normil: Challenges in Harmonizing Actions

Recently, Haiti has faced a serious security crisis, exacerbated by the inability of key government agencies to effectively coordinate their efforts. A notable example is the special meeting of the Conseil Supérieur du Pouvoir Judiciaire (CSPN) with the Conseil Politique de Transition (CPT), which took place without the participation of Rameau Normil, the Director General of the Haitian National Police (PNH). This absence highlights divisions within the government over Normil’s role and the broader challenges of addressing the country’s security problems.

Context of the security crisis
Gang control: Criminal gangs have taken control of a significant portion of Port-au-Prince, with estimates suggesting that they dominate approximately 80% of the capital. This has led to an increase in violence, including homicides and kidnappings, forcing many residents to flee their homes.

International intervention: Efforts are underway to deploy a multinational security force, led by Kenya, to assist Haiti in combating gang violence. However, the effectiveness of this mission depends on the establishment of a transitional government structure and international funding.

The role of Rameau Normil: Normil, who recently resumed his position as head of the PNH, has vowed to dismantle gangs and restore security throughout Haiti. His leadership is seen as crucial in coordinating efforts with international partners, such as the Kenyan-led mission.

Challenges in Harmonizing Responses
Political divisions: Rameau Normil’s absence from key meetings, such as the CSPN meeting with the CPT, underscores the political divisions within the government. These divisions hinder the ability to develop a unified strategy against gang violence.

Lack of State presence: In many areas, particularly outside Port-au-Prince, the lack of a strong state presence allows gangs to establish control, extort local businesses and even assume roles traditionally held by law enforcement.

International Support: While international support is crucial, the deployment of the multinational force faces logistical and financial challenges. Foreign governments have been urged to fulfill their funding commitments to ensure the mission’s success.

In summary, Haiti’s security crisis is compounded by internal political divisions and the inability of key government entities to work together effectively. The absence of Rameau Normil from important meetings highlights these challenges, which must be addressed to restore stability and security in the country.
